Policy/Action/Characteristic

  1. MRND was the only permitted political party -> only Hutu’s voice could be heard while Tusti’s could not. This led the government ignore the Hutu’s need and even voice from moderate Hutu as it became more and more radical.
  2. Education encouraged division with Tusti and emphasized Tusti’s negative behavior. -> reinforce division between two races from a young age, fuel distrust and hostility that likely cause conflicts.
  3. Hutu Power Movement -> This movement infiltrated the govrenment, and made the government much more radical and polarized against Tusti, as it began to embrace ethnic cleansing as policy.
  4. ‘Network Zero’ and publish of ‘Hutu Ten Commandments’ -> These encouraged Hutu to kill Tusti and dehumanized Tusti to make such action seem justice.
  5. Publish of magazine Kangura in 1990 and radio RTLM -> These effective agenda advocated Hutu Supremacy, and they made the audience hate Tusti and called the elimination of Tusti.
